Our US Partners S&B Engineers and Constructors are being awarded for the best project performance...

The Gasoline Hydro treating Project, put up by Delek Refining, USA, for which our Partner, M/s. S&B Engineers & Constructors was the Main Contractor, has been successfully commissioned and is meeting all the performance requirements. The project had lots of challenges along the way and everyone worked together to get to the finish line, under budget and very close to the original target schedule. This Project has been awarded the ICE (Excellence in Construction) Award by the Associated Builders and Contractors, Houston Chapter.

VALDEL EC is very proud of its association with M/s. S&B Engineers and Constructors, in carrying out the detailed engineering work for this Project and appreciates the contribution of every member of the team.

New Contracts from S & B Engineers - Petrologistics

VEC will be associated with S&B for providing detailed engineering services for the Propylene Unit - a grass root plant coming up at Petrologistics, Pasadena, Texas under process license from ABB Lummus. The Plant will be designed to produce propylene on a continuous basis. The plant is capable of producing two grades of Propylene viz., Polymer Grade and Chemical Grade.

VEC bags new contract from Punj Lloyd Ltd

VEC has been awarded the contract for carrying out the detailed engineering services for Piping and Civil - Structural for NAPTHA Hydrotreating and Prime G+ Units by Punj Lloyd Ltd who are the EPC contractors for setting up the Motor Spirit Upgradation Unit at IOC Barauni refinery under license from Axens, France.  The scope further includes 3D Modeling for both the Units and Isomerization Unit along with Off-sites and Utilities as well. IOC has entrusted Punj Lloyd to set up this prestigious project, which will upgrade its refinery at Barauni to improve quality of motor spirit (Gasoline) to meet Euro-III emission norms for reducing vehicular pollution. The project is scheduled to be commissioned within 23 months.

The project will be executed as a co-operation between Punj Lloyd and VEC offices and is an example of both the companies working together to synergize the strength and capabilities of each other.

New Contracts for VEC

VEC bags a prestigious contract from NaftoGaz India Pvt Ltd (NG) for providing multi-discipline design and detailed engineering services for the Coke Drum System Package (CDSP) of Bharat Oman Refineries Limited (BORL) at Bina, Madhya Pradesh. BORL is implementing a 6 MMTPA Grass Root Refinery at Bina and have awarded the LSTK contract on NG for engineering, procurement and construction of the CDSP unit. VEC had been technically qualified by EIL, the PMC Consultant, for the job. ABB Lummus Crest is the process licensor.


VEC scope for the CDSP unit covers all disciplines, Procurement Engineering, Field Engineering Services, PDMS Modeling and General Civil Engineering.  Engineering for CDSP package is unique for VEC in many aspects. Some of the key features in the scope include:

  • Coke Drum supporting structure, Platforms and their foundation (Approx height 120M) with Elevator and approach staircase.
  • Foundation for Coke Fractionator and Blow down Drum.
  • Cone shop storage / Maze shed.
  • Other associated structures for this unit such as Horizontal vessel and Pump foundations, Pipe & Cable rack structures & foundations etc.

The engineering activity is scheduled to be completed within 10 months. This is a great challenge for VEC and a unique opportunity to work closely with EIL.

Leadership and Service Award for President of S&B Engineers and Constructors

The Executive Committee of the Construction Industry Institute has awarded the 2008 Richard L. Tucker Leadership and Service Award to S & B’s President, James G. Slaughter, Jr., for his outstanding contributions to furthering the mission of CII.

Mr. Slaughter received the Award during this year’s Annual CII Conference marking its 25th anniversary. The conference was held in August in Keystone, Colorado.

Mr. Slaughter’s contributions to CII are highlighted by his service on the Executive Committee and the Board of Advisors, as well as his leadership in improving the project front end planning process.  The front end planning task force developed the Project Definition Rating Index (PDRI) and Alignment Thermometer tools.  Mr. Slaughter has also served as the Chairman of the Strategic Planning Committee twice and CII’s Vision 2020 initiative, as well as championing industry benchmarking and metrics.
